They are, to the public. They are open to the persons named on them. Look into getting a certified copy of your own birth cerificate. You'll be able to do so, but I would not be able to get yours, and you would not be able to get mine.

Then I guess they are really in trouble, since another thread posted the inconvenient truth that neither his mother nor his father could have been Canadian citizens when he was born. Canadian law required 5 years residency before you could become a citizen. His family moved to Calgary in 1967, Ted was born in 1970.

Now to get a copy of his FS-240, Consular Record of Birth Abroad / CRBA. That, on it's own, is sufficient to find US citizenship at birth. Mom's birth certificate is a support document for obtaining a CRBA.
