She rebutted a CFR position paper that advocated for the removal of national sovereignty of the countries of the North American continent similar to the European Union...by saying it was not the place of the government to do it, but it was ok if the private sector did it. Therefore, she was not against it as long as it was economically driven by the private sector.
Situations change between nations, after World War II we became friends with the Germans and the Japanese.
