Article 1, Section 10, Clause 3 of the United States Constitution:
“No State shall, without the Consent of Congress, lay any Duty of Tonnage, keep Troops, or Ships of War in time of Peace, enter into any Agreement or Compact with another State, or with a foreign Power, or engage in War, unless actually invaded, or in such imminent Danger as will not admit of delay.â€

Sounds like a Obama Loop hole.
So the states can do what they want, just like Obama can regardless of the law.
I like it, Obama started this.

Well I’d like to see the Congress take control of this illegal refugee invasion but we all know that the Congress has been a large part of the problem allowing Obama to exceed his authority.
