Attacking an empty building on a Saturday sounds like a waste of time to me.

Huge building. I’d assume fires are not exactly surprising.
That it’s in one corner seems innocuous. A whole floor or multiple locations would be more suspicious of deliberation.

Have they ruled out terrorism yet? They usually rule it out 25 years before the terrorist who did it was born, but I wonder if there are any mosques close by?
