In the Westgate Mall attack (Kenya), 4 shooters, without even really trying, killed over 60 people in less than 3 hours. If they had tried to evade, or been more efficient in their killing, they could have easily tripled that.
The Mumbai attack, with multiple teams of shooters, with more grenades, attacking then moving to a new location, kept it up for a couple days.
Heck, the Tsarnaev brothers locked down Boston.
A dozen actors, with even modest training and materiel support, with enough will, could terrorize a city for days.

Has to right to enter any home without warrant and confiscate any weapons from anyone they deem dangerous..
