I would imagine that the angle of the sun at 11:11 A.M. on Nov. 11th would change slightly from year to year, depending on when, in the 4 year leap year cycle, it occurs. But maybe not enough to be noticeable.

According to the text, it lights up the emblem at precisely 11:11 AM.

Due to the fact that a year is made of ~365 1/4 Earth days, there will be a cycle every 4 years of when the 'exact' alignment takes place.

The Earth will be off from 11:11:00 AM by almost -15 seconds each year; until a leap year re-sets it all.

At other days thruout the year, the sunspot will shift from the circular shape at Veterans Day (41 days before winter solstice) to a football shaped image, getting narrower and narrower as it goes below the Seal (until Feb 3 41 days after winter solstice) and above it from Feb 3-Nov 11.
