The Soviet invasion was in December 1979. I remember it well, as we were already on a high alert due to the Iranian Islamo-funde-terrorists taking our embassy personnel hostage the month before. I really thought the balloon was going to go up around then!
The Soviets left Afghanistan in 1989, ten years later. So maybe this weapon was used for a short period of time toward the end of the war, and that is what they mean. Otherwise, that was at least a 9 year invasion by 1988!
