Prediction: Little will come of this. This is no longer 1950. Responsibility and Ethical behavior are no longer even on the map, certainly not EXPECTED. The crony capitalists will simply dive even deeper into the pockets of the leftist “governments”, and “business as usual” will resume. The Sheeple will neither care, nor even barely notice. The ramifications to VW will be minimal, just a few hundred million more in payoffs to Merkel, Obama and the rest of the gang. Just a guess.
But only if the fix gets grandfathered. Would you want a great performing, discounted vehicle whose performance and mileage were going to take a hit of unknown proportions when they reverse engineer an add-on or software revision to force compliance?

It runs great. Good power and acceleration. Wonderful low end torque (which matches an old guy’s personality). Nice mileage.
But ... yesterday my wife drove it off the bridge into the lake. It’s gone.

I must note that it is getting very, very difficult to find any water with sufficient depth in California.
Planning accidents is hard work.
In my state, a smog test consists of hooking an emissions computer up to the OBD-II port and seeing if the vehicle presents the appropriate “emissions readiness” bits. There is no reason it wouldn’t. It’s not like they’re doing an anal probe on the vehicle’s tailpipe and measuring emissions.
