Why is this even news? What she did is Common Place all over the greater Los Angeles area, I can show you at least a dozen businesses in Pacoima alone that do this ALL DAY LONG.
What this really means is, she Refused to Pay the Bribe Money to the powers that be.

The real problem lies with state Governors. If they would say no to every federal program that dangles cash in front of their eyes, none of this crap would be happening.

A SNAP recipient with say, $300 "on account" would sell her card to Causey for, sayyyy ... $200 cash, which the SNAPper could go and do whatever they wanted ... they had cash
I'm assuming then Causey used the card legitimately for food items and whatevers (maybe even re-selling what she just bought)
