If my tax dollars are going to go towards medical procedures to promote contraception, I would rather it went to paying for vasectomies or tying the tubes of the sexually irresponsible.

Your suggestion should be the requirement. Provide the killing and then prevent any further killings. Tie the tubes AND cut the vas deferens of the sperm donor.
Better yet, remove the testes and don't disturb the “vas.”
