In the Old West, the usual way to clean up a really cutthroat hangout town, was to pick out the baddest, meanest SOB of the lot, and appoint him town marshal, with a free hand to do whatever he liked with all the rivals.
Sometimes the rivals lived just long enough to get hanged. Most of the rest suffered a sudden case of lead poisoning. Sometimes in their sleep, and often times in the back.
Within a few weeks, there was only one bad man in town, and he was wearing the badge.
Then they called in Rooster Cogburn.
He did get one thing right. The city has turned to “manure” during the last 60 years of Democrat rule.

Since the election of the community organizer from Chicago black radicals see control of our country within their grasp.
It seems to me a more direct and sensible solution would be to simply carpet-bomb east LA, southeast San Diego, south-side Chicago, east St. Louis, etc.: all the other human zoos.
Then plant them in clover.
