From what I remember, the open space land along the 280 is not accessible to anyone.

My recollection, also. I lived in the Palo Alto - Sunnyvale area for 13 years. As I recall, the 280 corridor is all hillside, nearly straight up and down. It also follows the San Andreas fault closely. I would not want to live there, even if I could.
