When they say “Asian” they mean essentially two groups.

Asian Indians, who voted 80% to re-elect Barack Obama in 2012.

And Chinese, almost all of whom currently come from Communist mainland China. Chinese-Americans voted 70%-75% to re-elect Barack Obama in 2012.

That number is deceptively low, because most work visas are automatically renewable for 2-10 years.

OPT Student Visas - at least 125,000 currently in the USA.
L-1 Visa - at least 200,000.
H-1B Visa - at least 550,000 (H-1Bs at universities, government agencies, and non-profit labs have no quota at all!).

My own estimate is that at least 1 million foreigners are legally working in the USA.

And I doubt that more than 1% of them can legitimately claim to be elite scientists or engineers.
