Technically, you can go any time of the year, but you only get full brownie points if you go a certain five day period on the Islamic calendar. ;) The Islamic calendar is lunar and does not adjust, meaning that date moves around the seasons; dunno if that’s pertinent to Hajj, but it is during Ramadan; going without water during daylight is more of a hardship in the summer months than in the winter.
They have changed various rules about Hajj before (people are now encourage to walk instead of run between the two mountains, for example), but I dunno if they’ll ever broaden the dates for Hajj. Probably too logical a solution.
The Royal Family and their toadies in the administration need to keep certain nations separated. The Nigerians are just awful people, and there aren’t enough Malaysians to go between all the factions that don’t get along. The Iranians have to placed away from most other hajis.
