It turns out that the exerpt was an unfortunate selection of words. What the source author meant was that none of those requesting an examination hearing, in the hopes of a dismissal, were likely to be successful. Therefore it is expected that all the accused will have their cases go before the Grand Jury.

The author has chosen the cases of Mr. and Mrs. English because they seemed to be two of the most unlikely combatants in the fight.

I have a hard time considering Mr. English to be an knowing participant in the fight, because he would have to be quite douche to bring his wife to a fight. On the other hand I am not so naive as to consider the Bandidos a social organization. They are a violent criminal enterprise.

Accusing people of being paid trolls just because we don't like the Bandidos is unfair. My opinion of the Bandidos was formed from living in a town where they tried to run roughshod over the citizenry. Fortunately, local law enforcement shut down their stolen goods and drug trade, and the local chapter disbanded.
