Trophy hunting or extermination through poaching are in fact the only two choices available.
Government general fund money for national parks/ conservation is nonexistent. They can't even feed their people without foreign aid (since they trashed the farm infrastructure).
Without the income from wealthy hunters, there will be no game wardens and no preserve management. Nor will there be any fund to pay crop damage claims from local villagers. No wardens and no preserve management means that the poachers will clean all the valuable animals out. No crop damage payments means that the local villagers will clean out everything that is left in order to eat.
This actually happened about 40 years ago in Kenya, when well-meaning idiots banned big game hunting. Their big game animal population crashed, to the point that they had to import replacements at tremendous expense. Kenya had some rudiments of an economy so they managed to find the money. Zimbabwe has NO money. So we know what will happen.
