The Obama administration will soon give some inmates the chance to take college courses on the government's dime.
The Education Department and Justice Department on Friday are expected to announce a pilot program giving some prisoners access to federal Pell grants. The aim is to test how effective correctional education programs can be in breaking the cycle of repeat offenders.
Congress banned prisoners from being eligible for Pell grants in 1994. Since then, the prison population has grown significantly to 1.6 million nationwide, and calls for reform are coming from President Obama -- who recently became the first sitting president to visit a federal prison -- as well as members of both parties.

Prisoners should be perfect candidates for online learning. And trade school.

Will it stop prison rape? You take a person who is imprisoned
for a nonviolent victimless crime and sentence that person
to years of rape, and think a couple of collage courses are
going to help. Hardened criminals are created in jail and
some people think that prison rape is justified. You know
“don’t the crime If you cant do the time”. I’ve worked with
these people, most are beyond hope. They could care less
about the “world”. They’ve been through hell and survived it,
going back is no big deal and why have any respect for the
society that put them through it. In America a criminals
debt is never fully paid to society. Any offense is, in
one way or another, a life sentence.
