I missed the start, just heard Q&A.
Near as I can deduce, they were watching someone in Lackawanna NY who showed symptomatic behavior: two trips to terrorist-infested regions, social media expressing support for ISIL, purchase of military gear, travel with that gear on commercial aircraft; he was apprehended before doing anything actually harmful but showed standard clear pattern of intent to do so.
