Wisconsin rape victim, 82, waits 3 hours for police to respond

An 82-year-old woman who was raped by a stranger after she got off a bus last week was forced to wait three hours for a Milwaukee police squad car to respond, police records show. The woman, who has difficulty seeing, finally called back the police dispatcher and asked if she could take a shower, which would have removed key evidence from the rape. The victim was told "do not do anything until a squad arrives." Finally, three hours and six minutes after the assault was first reported, squad cars arrived, according to records obtained by the Milwaukee Journal Sentinel. A department spokesman acknowledged the delay in response time was "excessive" and said the case is under review.

The USSC and state courts have ruled that police are not required to respond to a 911 or any other call.

The cops had just ordered two dozen donuts and coffee when the call came in. The union “donut rule” says cops are to be “allowed reasonable time to completely ingest all donuts/pastries and accompanying beverages” prior to leaving the provider’s shoppe.

Besides, the call would’ve impinged on their lunch break and two of their other break times. Plus, one of the cops had a meeting scheduled with his union rep to discuss a prior incident involving unreasonable force and a prostitute.

But when my (then) estranged wife called 911 and falsely reported that I was going to kill myself, half of the Norfolk police force was there drawing down on me.

She did it to get me out of the way so she could raid the bank accounts.

Most 82 y/o women are too weak for the .40 cal, .45 cal, and 10 mm that enthusiasts prefer, but a three hour response time is way too slow. She should find something manageable like a small .22 cal semiautomatic pistol. I like the 12 ounce Beretta Model 21 Bobcat or the 10 ounce S&W Model 317 AirLite. Even if it’s just 38-40 grains, any response at 850 fps beats one three hours later, and the .22LR is remarkably effective:

The victim declined medical care. At that point, the called dropped to a Priority 3. She would later say she did not want medical treatment because she was worried about whether she could afford an expensive ambulance bill. She mentioned taking the bus to the hospital.

"Caller states she wants to take a shower. Advised caller to not do anything until the squad arrives. Caller states she does not want medical sent because she does not want an ambulance bill. Caller states she has no other means of transportation. Caller is 82 year old and states she is unable to see and is fearful to take the bus to the hospital."

Poor lady. No refuge in her own land.

I can understand her fear.
A neighbor of mine was having a serious anxiety attack and called his doctor. His doctor called 911. The EMT immediately called it in as “patient is suicidal”, something which was the furtest thing in his mind. Ambulance transported him to the looney bin section of the hospital instead of emergency. Meanwhile no one knew where he was.
The meds he needed for his anxiety attack he received the next day. 24 hours too late. Meanwhile he was freaking out about being in the coocoo’s nest and how to get out of there. He wasn’t even allowed a phone call to let anyone know where he was.

.22LR is remarkably effective in most circumstances, with the added bonus of carrying more bullets.

Yet another reason is that abdomen shots might not be immediately fatal, but are peculiar in causing deadly peritonitis a few days later, which often kills even with medical care.

So the villain runs away, tries to tough it out for a bit, goes to the hospital where he is identified, gets a little surgery that misses a nick or two, seems to be doing fine, then suddenly gets a sky high fever too late for antibiotics to save him.

This is pure dereliction of duty by Milwaukee Mayor and his lackey, MPD Chief, Ed Flynn. Mayor Barrett might have died a few years ago had he been forced to wait so long for help after he was mugged by a thug while walking to his car.
