In 1913 they started the income tax. It was 1% to 7%, by 1917 it was as high as 67%.

The point is the only way to kill a government program is NOW. Immediate death. Fire the employees and sell off the assets. Salt the Earth and be done with it.

It is the same way they introduce government programs. One day it isn’t there and the next day it is and in a few years people always thought it was there.
