It runs on a tightly controlled schedule,precisely scripted months in advance. The actions controlled by that schedule are not to be preempted, ever. the schedule is independent of actual events intervening or breaking at the time.

Thus, the situation arises where a citizen is murdered by a multiple criminal offender in an ultra left wing sanctuary bastion and the dead person’s family might get some attention. Instead, the President is said to have written letters to other criminals having no real relevance other than some obscure political point. Those letters were scheduled

not to worry, there must first be dithering and then some sort of responsibility denial and then blame . It will be taken care of after three or four weeks, in due course. After all, it really doesn’t matter
