Just a guess here, as a frequent (feared majority) visitor to NPs, most of the 22% of minorities are asians with cameras, far too over-represented. As in US universities. Must fix.
They need to count all the foreign immigrants passing through the state parks as visitors; then the racial balance will tilt.
They don’t go to the lakes much either. Wakeboards and whitey everywhere.

It's parenting, or the lack thereof. There is an incredible array of entertainment options available. The family vacation to the national park requires time, money, and parental involvement. If people are not exposed to the parks as kids, they will probably not take their own kids 20 years down the road.
The disengagement of black inner city parents has to be seen to be appreciated. I remember my daughters starting soccer in a very much mixed city neighborhood. The kids were six years old, and "practices" were lightly organized bedlam. But the kids had fun, and slowly learned which way to kick the ball.
Each season, a fair number of black kids would show up the first couple of Saturdays. The league would waive all fees on request, and there was a great box of outgrown, good-as-new shoes and shin guards free for the taking, so income was not a barrier. Nonetheless, within a month, all but a handful of the black kids were gone. The kids were not the problem. The moms were the problem; when the kids are six, mom has to get them to practice, or they don't play. Kids like this will never see a national park unless on a school trip.
The middle class, married black parents I know take family vacations regularly. Their kids will grow up conscious of the parks. But they are a minority within a minority.

Almost 40 years ago I asked a black guy why so many blacks were afraid of the woods.
He simply said where blacks came from, Africa, everything in the woods wanted to bite you, kill you, or kill and eat you.
It’s not too different than why almost all people, regardless of race, have a natural internal fear of the dark.

Our kids get in a good amount of camping with their Scout troops. When we take the whole group on an outing, it’s usually to a county facility.
State parks are great though. My father, brother and I almost always camped in state parks.
I just returned from a week stay at Yellowstone. Beautiful and fascinating scenery and wildlife to see up close. There are no drug stores to loot there, no purple drank, no crack houses, but some cracks in the ground that might swallow you up if you stray off the boardwalks. Lodging, food and gas are expensive, even by upper middle class standards, but there are bus loads of Chinese people everywhere you go in the park. It’s remote, and everyone goes inside when the sun sets because the apex predators come out to play at night. Homey don’t play dat.
