In the course of my work at Fox News, I am often asked by colleagues to review and explain documents and statutes. Recently, in conjunction with my colleagues Catherine Herridge, our chief intelligence correspondent, and Pamela Browne, our senior executive producer, I read the transcripts of an interview Browne did with a man named Marc Turi, and Herridge asked me to review emails to and from State Department and congressional officials during the years when Hillary Clinton was the secretary of state.
What I saw has persuaded me beyond a reasonable doubt and to a moral certainty that Clinton provided material assistance to terrorists and lied to Congress in a venue where the law required her to be truthful. Here is the backstory.
Turi is a lawfully licensed American arms dealer. In 2011, he applied to the Departments of State and Treasury for approvals to sell arms to the government of Qatar. Qatar is a small Middle Eastern country whose government is so entwined with the U.S. government that it almost always will do what American government officials ask of it.
In its efforts to keep arms from countries and groups that might harm Americans and American interests, Congress has authorized the Departments of State and Treasury to be arms gatekeepers. They can declare a country or group to be a terrorist organization, in which case selling or facilitating the sale of arms to them is a felony. They also can license dealers to sell.
Turi sold hundreds of millions of dollars’ worth of arms to the government of Qatar, which then, at the request of American government officials, were sold, bartered or given to rebel groups in Libya and Syria. Some of the groups that received the arms were on the U.S. terror list...

The arms sale process was done in accordance with FAR/AECA, the nation was on the approved list, the SME/MDE items were approved for export to that country, congressional notification done, etc. . .now, when a FMS deal is done there are third-party transfer limitations and that is where it is likely Hitlery did wrong, but need proof of that. The country can't do a third-party transfer without US approval, did they have it? Were FAR/AECA caveats for third-party transfers adhered to? FMS is hugely complex and difficult and not easily circumvented, especially on the US side. That is why I think it is a third-party transfer issue but need to know.

Third party transfers are subject to requirements for Congressional notification under AECA, §3(d) (reference (c)), using guidelines similar to those for AECA, §36(b) (reference (c)) notifications (see Chapter 5, section C5.6).
A 30-day prior Congressional notification is required for third-party transfer requests that involve defense articles and services with original acquisition values that fall in one of the following categories: Major Defense Equipment (MDE) with an acquisition value equal to or greater than $14,000,000 for non-North Atlantic Treaty Organization (NATO) recipients and $25,000,000 if the recipient is a member of NATO, Australia, Israel, Japan, New Zealand or Republic of Korea; or any other defense article or related training or defense service with an acquisition value of $50,000,000 or more for non-NATO recipients and $100,000,000 or more for NATO, Australia, Japan, and New Zealand recipients. Approval is granted after the 30-day (including weekends) period has expired if no objections are raised.

Not only were they in on it, the attack in Benghazi was planned with the intent to blame the terrorist getting the weapons on the “right wing extremist”.
Hillary was supposed to claim the attack was “spontaneous” which no one above the level of idiot was supposed to believe.
Hillary’s left wing rumor mill was supposed to claim the “right wing extremist” had collaborated with the terrorist in attacking the compound to make Obama look like another Peanuts Carter.
The republicans were then supposed to have their congressional hearings and come to the conclusion the terrorist had picked up on the dems honoring Peanuts at their convention and planned the attack to mimic the Iran hostage crisis. Take special notes of what was in Hillary’s recently released emails. The terrorist had planned the attack somewhere around 10-20 days before the attack. That’s the time period for the dems convention where Peanuts was honored.
Both dems and republicans are covered and the pesky “right wing extremist” are out of both of their hair.
Anyone that want’s to know which repubs were involved can start by looking at the GOPe that are outspoken against the TEA Party.
The louder they squawk against the TEA Party the more than likely they were involved.

That 30-day notification is broke down as 10-days unofficial notification and 20-day official notification. Congress wants time to get a look-see before they are on the clock.
Find that proof and then we can do something. Until then, all documents I've found show FMS arms sales to Qatar were done in accordance with the law.
