There are plenty of police forces in the safer counties surrounding Baltimore city. There are likely to be sufficient defections to nearly cripple the department. They’ll soon be recruiting new officers from the pool of their favorite unregistered voting base, recently incarcerated thugs.
He’s been in the position for 3 years? So what has he done since then? This rhetoric he’s spewing is only as a result of Freddie Gray. It’s more than likely that the Union has contractual agreements in place that require the State to provide a specific amount of training for each officer on a yearly basis. If they haven’t been following the department’s policies, then that should have been reflected on their periodic evaluations, which I’m sure are also required based on contractual agreements, or Civil Service Law. If he plans on targeting certain officers, and he doesn’t have the paper trail to support his allegations against them, he isn’t going to be very successful. You can’t all of a sudden claim someone isn’t doing the job properly and can them, if you don’t have documentation to support it.
If I were a municipal police officer, I would be seriously thinking about getting out of the cities and getting a job in a nice small town like Mayberry RFD. Policing anywhere except a town where folks know and trust each other is going to become a huge risk for law enforcement officers.
Maybe the pay is less, but you arguably run less risk of getting killed, or being set up by your own employer to be the scapegoat for some political correctness grievance about law enforcement.

Same thing with the Border Patrol officers. I can't imagine how frustrating it must be to have to go into work every day, and not be allowed to do the job you were trained for.
This sounds like a failure of management. How many supervisors are going to get pink slips?
The author Stephen Hunter has a book entitled Soft Target. The main character is a former Marine sniper who happens to be in a large shopping mall when a bunch of terrorist attack and seal of the building. Outside, the police chief, a devotee of “progressive policing” issues multiple stand down orders while trying to engage the terrorists in dialogue to see what they really want. In the meantime, said terrorists kill a few innocents.
Marine sniper manages to get hold of a rifle after killing a terrorist and with the aid of a rogue cop on the roof, manage to wrest control of the situation through targeted attrition of the terrorists.
Police chief ends up with a huge promotion for his utter failure and cowardice.
Every time Batts opens his mouth, I think of this book. Soft Target.
I live 30 miles north of Baltimore and just took a new position where I work mainly from home, rarely setting foot in the cesspool.
