I am as confused as you are! I guess I’ll wait for the dust to settle.
This is like waiting for SCOTUS on Obamacare back when they first ruled on it - initial elation, then plunging to the depths of despair when Roberts twisted the law into a pretzel. I’ve learned to keep my powder dry (mostly).

'TPA is the bill that grants Obama negotiating power, which practically every President has had. Again, thats my understanding.'
TPA is a recent phenom, in the last 80 years. So it is inaccurate to call that every Pres has had it, secondly, if it was so important, the writers of the Constitution would have suggested it at the time. They have gotten things wrong in the past, but trade was not one of them.
