US Secretary of State John Kerry has promoted Marie Harf to be one of his top advisers, the Department of State said in a statement, Sputnik reports.

Most Americans understand the concept of being promoted thought being competent or achieving a goal...
That's not the way it works in "government" sector especially in this administration...
Promotions in the Obama reign are awarded for loyalty, not competence...
