In Maryland a Grand Jury has 23 members. That means possibly as few as 12 for the ham sandwich. The trial jury will be 12 and I can’t see them stacking a jury in Baltimore with 12 Baltimore residents who can qualify for jury duty and who will all vote for conviction.
