TPP Vote 2015: Senate Reaches Agreement To Move Fast-Track Trans-Pacific Partnership Trade Authority

Senate Democrats reached a deal with Republicans Wednesday to move forward on U.S. President Barack Obama’s fast-track trade agenda, one day after pro-trade Senators stalled the bill by blocking debate, according to Politico and Roll Call. In exchange for their support on a vote for the fast-track trade authority, Democrats will get separate votes on two related bills on currency manipulation and duty-free status to U.S. imports of goods from certain sub-Saharan African countries.

“We have to take some of these votes separately or we kill the underlying legislation,” said Senate Majority Leader Mitch McConnell, R-Ky., according to Politico. “It’s reasonable and I look forward to our colleagues from across the aisle joining with us.”

McConnell worked with Senate Minority Leader Harry Reid, D-Nev., on the deal, which Reid called “fair,” according to Roll Call. The negotiations are seen as a victory for Obama, whose trade agenda was stalled on Tuesday after debate on a vote to give him fast-track authority was blocked by Democrats. The Trade Promotion Authority bill would give Obama greater freedoms in negotiation trade agreements with other countries since Congress would have limited debate and no ability to amend the terms of the pacts. That legislation is seen as key to approving the Trans-Pacific Partnership, a trade deal between the U.S. and 10 other countries in North America, South America and Asia.

The trade issue is one of the rare areas where Obama and Republicans are on board. McConnell was the only Senate GOP member to vote against the president when the bill came up for debate Tuesday, according to the New York Times.

Jim Sensenbrenner introduced H.R. 3162 incorporating provisions from a previously sponsored House bill and a Senate bill also introduced earlier in the month. The next day on October 24, 2001, the Act passed the House 357 to 66,[5] with Democrats comprising the overwhelming portion of dissent. The following day, on October 25, 2001, the Act passed the Senate by 98 to 1.”

Congressman Jim McDermott said that no Senator had read the bill

1. Generality - Laws shouldn’t be specially carved out to benefit one group or to attack or harm a narrow group of individuals.

2. Prospectivity - This is the constraint on ex post facto laws. Laws should always apply in the future and never to the past.

3. Publicity - Laws should be broadly published and well known, both to the representatives themselves and general public.

4. Consent - Laws must be generally acceptable to those who will live by them.

5. Proper due process - Due process means that the law is meted out equally and fairly with each similar crime being treated the same. Justice must be blind.

This bill violates at least 3 of the above.

This TPP or TPA bill is the worst bill ever:

The controversial TPP, of course, is disguised as a treaty to promote “free trade” — more properly described as managed or corporatist trade — among nations surrounding the Pacific. However, the TPP agreement, currently being negotiated behind closed doors by governments, dictatorships, and special interests, includes some major surprises. As The New American reported recently, a leaked chapter of the TPP deal would create NAFTA-style international “tribunals” with the purported authority to override American laws, courts, and even the U.S. and state constitutions — all for the benefit of special interests, foreigners, and crony capitalists. The American people and self-government would be the big losers.

Another chapter of the agreement making headlines this week, meanwhile, purports to regulate immigration policies among TPP signatories. “The Trans-Pacific Partnership includes an entire chapter on immigration,” observed Curtis Ellis, executive director of the American Jobs Alliance, in a post for The Hill. “It is a Trojan horse for Obama’s immigration agenda. House members who were ready to defund the Department of Homeland Security to stop President Obama’s executive action on immigration must not give him TPA, which he will use to ensure his immigration actions are locked in when he leaves office.”

My friend, who is a friend of Paul Teller, got no answer from him. He was quite disappointed. The word “arrogance” was used and expletives used about all the Republicans.

We have been sold out with this Congress who has not done squat except to let Zer0 run all over them.

I will ask my friend to resend his email. Senator Ted Cruz’s vote for the Trans-Pacific Partnership was not what we expected. This bill, shrouded in secrecy may be a huge hit on the middle class. With Zero’s hand in it, you can be sure it is a Trojan Horse for my Government control.

I will keep you posted.
