Ship captain promoted despite crash

The Navy ship skipper partially blamed for a fatal 2013 helicopter accident has been selected for promotion -- a move that the widow of one of the pilots says deepens her family’s wounds.

“It’s not only disrespectful to those who gave their lives, it also diminishes the advancement opportunities for more qualified officers who didn’t err when the stakes were highest," said Theresa Jones, the widow of the late Lt. Cmdr. Landon Jones.

Former San Diego destroyer skipper Cmdr. Jana Vavasseur was chosen this month for promotion to the rank of captain, a step that still must be confirmed by the Senate Armed Services Committee.

She declined to comment for this story.

In the same paper the following story appeared on the same day:

Navy cruiser captain ousted From the article: Last summer, the Navy praised Banigan for the ship’s work during the deployment. "Capt. Banigan and his team have made a difference," said Rear Adm. Rick Williams, commander of Navy Region Hawaii and Naval Surface Group Middle Pacific, in a Navy news release from June. "The crew of Lake Erie stepped up and filled a critical need on this deployment. ... I couldn't be prouder."

So a woman who was held partially responsible in the death of two seaman is promoted, while a highly praised Captain is relieved of command?

There is more to these two stories then appears in these pieces.

She was in charge when a wave washed a helicopter off the deck. Killing the two pilots who were inside.

Correct. The article comments on a 'maneuver' she was executing which made a bad situation worse.

Political Correctness is more important to our defective, incompetent leadership than skill, capability and competence.

This woman and other incompetent so-called minorities will continue to be promoted until most of our military ends up being run by Affirmative Action appointees.

CAPT Holly Graf (ret.)

Relieved of command

On 13 January 2010, Graf was relieved of command of USS Cowpens by Rear Admiral Kevin Donegan, commander of Carrier Strike Group Five, as non-judicial punishment stemming from an admiral's mast. The punishment followed an investigation which verified allegations of cruelty and maltreatment of her crew, and conduct unbecoming an officer.[5][6][8][This included hitting the crew and throwing objects such as dinnerware at them].

Graf was slated to take a job at the Office of Information, Plans and Strategy (N3/N5) at the Pentagon after leaving the Cowpens.[6] However, after losing her command, Graf was reassigned to the Naval Surface Warfare Center's laboratory in Dahlgren, Virginia.[3]

A board of inquiry composed of three admirals held hearings regarding her conduct in November 2010.[9] On December 3, 2010, the board of inquiry recommended that Graf be separated from the Navy and receive a retirement under general circumstances so she could be allowed to retire with the rank of Captain. General discharges (or a "General" characterization to retiring commissioned officers) are given to service members whose performance is satisfactory but is marked by a considerable departure in duty performance and conduct expected of military members.[10] On January 6, 2012, this decision was reversed and Graf will be allowed to receive an honorable service characterization as a retired officer, as it was, "...determined that her conduct did not rise to a level sufficient to warrant the characterization of her service as less than honorable."[11]
