Not really. If you obtain a bit of proficiency, you have to aim at something, not just “center of mass”. Those who do well learn to aim at the part of the body they wish to destroy. Hunters do this all the time. You think of the body in three dimentions,with components, not just a vague “center of mass” which works ok for people without a lot of skill, like typical police officers.
One prime target is the pelvic girdle, especially if your assailant is armed with a contact weapon like a knife or club. A shot from a pistol, about .380 on up, to the pelvic girdle will generally shatter it. It is one of the primary support structures of the body, so in one step, the assailant is usually down, and it has nothing to do with his will or desire.
But, it is not the best place to aim if you need to stop a trigger finger from functioning, because a person can shoot just fine, maybe better, from on the ground.
I should mention, that if a person is a deadly threat, you take what shots are offered. If all you can see is a foot, shoot them in the foot. Maybe they will fall down and give you a better shot to stop their aggression.
As for emptying your pistola, that is the most common outcome. People can shoot faster than most bullets take effect.
