Sheriff Orders Immediate Internal Investigation Into Arrest Seen on "Disturbing" Video [CA]

San Bernardino County Sheriff John McMahon ordered an immediate internal investigation Thursday into what he called "disturbing" video showing an arrest by deputies after a horse pursuit that was caught on camera by NewsChopper4. Deputies appeared to use Tasers to stun a man and then beat him after the pursuit in San Bernardino County Thursday afternoon.

Aerial footage captured by NewsChopper4 showed the man falling off the horse, and then being stunned with a Taser by a sheriff's deputy. The man then appeared to fall to the ground with his arms outstretched. Two deputies immediately descended on him and began punching him in the head and kneeing him in the groin.

The group surrounding the man grew to 13 sheriff's deputies as several appeared to kick, hit, and punch him dozens of times over a two-minute period. In the two minutes after the man was stunned with a Taser, it appeared deputies kicked him 17 times and punched him 37 times and struck him with batons four times. Thirteen blows appeared to be to the head. The allegedly stolen horse stood idly nearby.

This really was a thief.

So, the cops can dispense justice on their own? I didn't realize the cops could hold jury all on their own before this guys day in court; guilty on video not. While you're not caring; here's to hoping karma is a bitch to you and a cop whoops your ass before you are even arraigned. And before you say "I don't break laws"; yup, you do. You just haven't run across that right kinda of cop you love yet.

They have to be as thick as two short planks.

You're so right. Don't they give them IQ tests anymore? There are cameras everywhere. Up in the sky. On every cell phone. Sheesh.

Well, if this is true (haven’t seen video)

It's worse than it sounds in print.

“...Maybe we should change the name from “Law Enforcement”...”

- BACK to “Officer of the Peace”, and maybe some attitude adjustment as well.

What the heck?

When a cop goes dirty they need blackballed forever as a “law enforcement” officer. One chance and out would end this over the top aggressiveness.

We need a lot less cops too instead of giving them platoon numbers that gets out of hand when they go out on an incident. We can’t afford them anymore and their overwhelming force often becomes uncontrollable.

Keep firearms in the hands of average Americans and we don’t need as many cops.

The guy jumped down spread eagle, did you see how fast he put his hands behind his back? Probably in response to one of the Deputies. I saw a bunch of kidney/liver/pancreas shots. Lower right hand side. Pretty debilitating after just one.

Apparently, they let him lay for 45 minutes, with no medical attention.

But it's not like they were trying to kill him, or anything like that...

I saw pretty much what you did. The guy face down on the ground , and the one deputy comes up and kicks the guy in the groin. I was saying to Mr. C4E, good horse. All the commotion and he was just standing there, being a good boy.

You have to have automobile insurance to ride a Mustang, Bronco or a Pinto.

You don't understand. The deputies, who don't seem to be aware that they were being videotaped, said that the Tasers were "ineffective" because of his "loose clothing".

Probably similar to South Carolina reasoning, where you gotta handcuff the dead guy you just shot 5 times in the back...

The guy who got beat-down might have deserved a couple of those, because he apparently hurt the horse by riding him over rough terrain, and probably through some nasty brush.

However, it should have ended within a minute and a half.

"good horse. All the commotion and he was just standing there, being a good boy."

"They shoot horses, don't they?"

Horse knows what happens to dogs so he knew to stand still. Although the horse could have easily hoofed a few cops.

A few observations:
I count 14 people who know sic ‘em about horses. The thief couldn’t ride a lawnmower, and yanked on the reins like an idiot - no doubt doing damage to the horse’s mouth (although they do that on TV all the time). 13 cops hanging out while this horse practically begs someone to take control - they ignore it. SUPER STUPID to let a horse wander around loose in the middle of a highly charged and noisy situation - especially when the horse is a bit confused. They are lucky that only one guy got kicked, it could have been a lot worse.

The criminal piece of shoe-scraping is a meth-head, guaranteed. The deputies behaved like thuggish keystone cops. He was face down, wrists crossed - at that moment you get cuffs on him, strap his ankles if need be, then let him thrash his way out in the sand if you have to, while you cool down with a bottle of water under whatever shade you can find.

I couldn’t believe it. The most dangerous being in that situation, once the creep was face-down on the ground was the horse, yet they all let it wander around...they all had to get in their licks...until the horse kicked someone to remind them that he/she was a legitimate bad a$$ worthy of some attention.

Don’t care about the meth-head, care about cops behaving that way, care about the horse getting treated that way...the meth-head? still don’t care.

They do. Problem it is a red flag to police departments if you score above a certain level. They want people who will not question orders or think on their own. That is a fact.

Thank you for your comment. You stated the case far better than I could. I did watch the video, twice actually, and what I saw was a guy who became unseated fell to the ground, started to get up and then immediately drop spread eagle face down on the ground. No resistance as far as I could observe. Then the SB deputies come and proceed to do a beat down. I do believe the guy dropped when the one deputy was on scene and may have given the order to freeze. That one deputy appeared to have something in his hands. By his stance and angle of his arms, I’m assuming he is armed with his service revolver. If/when a taser is used hard to tell.

I live in an area with just that sort of brush. The brush won’t hurt the horse. Yeah, the guy was sawing on those reins, probably no damage to horse. And yes I had and rode horses for years in just such terrain.

It was a good horse, but you could tell it was agitated and confused. Grabbed by a stranger who didn’t know how to ride, getting yanked on the mouth and hammered through rough terrain. Spooked by a low flying helicopter, and lots of screaming, raving idiots running all around.

There were several times I thought a deputy was going to get kicked.

NEVER ignore a loose horse in a highly charged situation with a bunch of people screaming and running around.

I agree with what you said. When the horse was still in the mix, he kept his cool and tried to avoid stepping on some one then trotted off to one side and just waited. Reins on the ground and he stands still. After having horses and riding in just this type of terrain for years in my younger years, this is a well behaved horse.

If/when a taser is used hard to tell.

The Tasers are yellow, and there were two of them.

Not sure if the second one got used.
