I don't think Dr. Carson's ready for the Oval Office, but I wouldn't put him at HHS, either.
HHS, like Education and Energy, is one of those overblown, huge, 'Rat-infested organizations that have been invented to hew 'Rat priorities into granite.
Those 'Rat-ified departments, stuffed to the gills with Obama and "Hillary-cluster" voters, need someone like "Chainsaw Al" Dunlap to guide a systematic dismantling and extinction of these departments in toto.
As in, not one stone left standing on another. As in, blown away, nuked, obliterated and obituaried.

Our government has been turned over to the control of our societies outcasts and quite naturally they run it like outcasts. Plus they use such entities to drain the taxpayers pockets. They should be destroyed but nobody has the strength of will.
