- The Environmental Protection Agency (EPA) wants hotels to monitor how much time its guests spend in the shower. The agency is spending $15,000 to create a wireless system that will track how much water a hotel guest uses to get them to “modify their behavior.”
“Hotels consume a significant amount of water in the U.S. and around the world,” an EPA grant to the University of Tulsa reads. “Most hotels do not monitor individual guest water usage and as a result, millions of gallons of potable water are wasted every year by hotel guests.” -

I would pack a “custom” showerhead and a crescent wrench in my suitcase and change the hotel showerhead for your shower. then switch back when you leave.

It might be a lesser cost for the hotel to charge by the minute and you will need to have your credit card handy for each minute. It will come to that under a totalitarian's theory of a "free market".
Here’s a shocker:
In the midst of a severe drought that has farmers getting only 20% of their usual water allotment here in N Nevada, there is a new bill in the Nevada Legislature calling for INDUSTRIAL cultivation of Marijuana.
Mind you—we are short of water to grow crops for humans and to grow hay for cows for milk & other dairy products-—but these crazies want INDUSTRIAL production of Marijuana-—for help oil & help cloth.
We already have far too many drivers on the road with MJ in their system. Now they want another fight over water & what gets grown.
If you want to limit a hotel to how much water they use, you deal with the hotel’s total monthly use, why would they make this about what is going on in the head of, or the traveling showering habits of individual overnight customers?
In interrogation classes, we were taught that oriental communists sometimes would not be very interested in what information you had, but would be more interested in making your mind right.
THIS is a classic case of “Retraining” the mind

It is impossible to "waste" water. Water goes back into the ecosystem and is re-used again and again.
It is like saying that you can waste air.
They already got that taken care of. Remember those massive purchases of .40 cal HP and PDW (Personal Defensive Weapons),AKA Assault Rifles, by various Federal agencies a few months ago.
Idle bureaucracies are the devil’s playground.
