To be fair, this type of behavior has gone on since armies formed up to throw rocks at each other; even in the armies of the United States. If you want to point fingers, obama is not the one to point it at. Your finger should be pointed straight at the people who have created this cultural enviroment.

When I was stationed at Hood there was an entire barracks that was cordoned off because a guy had set up his own meth lab in it. It had to be decontaminated.
