He don't need a treaty to implement his policy but we would need a super majority to undo it.

If he did nothing, the Iranians would build the bomb. If he puts together “his agreement”, the Iranians will build the bomb. If the Senate totally blocks Obama, the Iranians will build the bomb. If Obama took the advice of the Senate totally, the Iranians will build the bomb. NONE of those actions will do anything to stop the Iranians from building the bomb.

BUT ... President Bush COULD HAVE STOPPED IRAN from building the bomb, by going to war. However, he didn’t.
