I recently learned from a fairly reliable source that the military has had reliability problems with the M855A1 ammunition, as it has a very short shelf life. It begins to oxidize rapidly and has to be shot up before it loses its reliability. That could explain why so much of the stuff is on the commercial market now at bargain prices.

You have the M855A1 confused with the M855. M855 is surplus since the military does not use it anymore.
