Planning a terrorist attack is relatively simple. The hard part is putting all the pieces in place to blame the attack on the right-wing.
It would lessen the national impact.

Last time around, under Bubba Clinton, they started this drumbeat trying to link Waco (with the FEDS burning the children to save them) and McVeigh with the conservative movement.
They lost their nerve with the Montana Militia standoff when they got themselves surrounded by citizen militias from elsewhere.
