Here in WA state, sitting in the driver’s seat, with car keys in your possession, will get you charged with being in “physical control” of the vehicle. It’s still a serious offense.

This is what happens when the media write the laws. All the DWI laws since 1970 have been written based in media hysteria and no common sense.
My brother who retired from the state patrol said the “alcohol related” statistics about accidents are completely inflated and unreliable. Finding an empty in a car - did not matter even if *that* car was not at fault - made the accident “alcohol related” in the reports.
He is a teetotaller.
