GOA-backed “Constitutional Carry” Bills Introduced in Congress!
Gun Owners of America/gunowners.org ^ | Tuesday, February 17, 2015 | Gun Owners of America

Last week, Congressman Marlin Stutzman (R-IN) introduced H.R. 923, a concealed carry reciprocity bill that will prohibit anti-gun states like New York and California from cancelling the Second Amendment rights of Americans from other states.

If you have a concealed carry permit -- or if you come from a freedom-loving “constitutional carry” state that doesn't require one! -- you should be able to carry anywhere in the country without fear of losing your constitutional rights because of where you are.

To be clear, his bill would NOT force citizens living in constitutional carry states to get a permit to travel out-of-state -- something that competing reciprocity bills would do.

When you carry concealed in New York, New Jersey, California, or another state, the fact that you are "right" isn't going to keep you from going to prison for decades -- unless the Stutzman bill is passed into law and force these lawless states to comply.

I am deeply concerned about *any* bill that seeks to force reciprocity, for several strong reasons:

1) It gives the federal government more power over the states. In “exchange” for forced reciprocity for guns, we will very soon have to consider forced reciprocity for many other issues, such as gay marriage.

2) Forced reciprocity will likely be “enforced” by the rules of the BATF&E. There is such a vast number of different gun laws in the US, that they will demand to horn in, of course, adding a surfeit of their own rules as well, to ridiculous extremes.

3) Washington, D.C. is a great example of how a municipality can create and maintain a blockade on gun liberty that can last a decade or more. When one unconstitutional gun law is overturned, they immediately pass another unconstitutional gun law, correctly figuring that it will be delayed for many years while working its way through the courts. Imagine how awful this would be if done at the state level.

I have to agree with you on that one, slippery slope that we are already falling down on.

Just for sh!ts and giggles (doesn’t hurt that they would also be wasting time instead stealing more of our Rights, Freedom and $$), I’d love to see how many pages of lawyer speak it would take to ‘clarity’ the 27 words of the 2nd Amendment.

Course, this is the same D.C. that fought Arizona in enforcing immigration Laws while they allow California to declare ‘sanctuary’-cities and creating Law from thin air that gives illegal aliens Citizen status....

Yeah, time to restore the swamp, per the EPA of course

Like the GOA are the only ones backing this.

NRA Backs Constitutional Concealed Carry Bill in U.S. Senate

Bill Would Require States to Honor Other States’ Concealed Carry Permits

Fairfax, Va. – On behalf of its five-million members, the National Rifle Association’s Institute for Legislative Action (NRA-ILA) announced its support for The Constitutional Concealed Carry Reciprocity Act of 2015, which was introduced today by U.S. Senator John Cornyn (TX). The legislation would respect the rights of individuals who possess concealed carry permits from their home state or who are not prohibited from carrying concealed in their home state to exercise those rights in any other state that does not prohibit concealed carry.

It seems to be ok for gay marriage, and that ain’t even in the Constitution!

I disagree with this. The 2A is all we need. It needs to be enforced by voters who will throw out politicians who mess with it.

What we don't need is people having to register for permits to carry.

“I’d love to see how many pages of lawyer speak it would take to ‘clarity’ the 27 words of the 2nd Amendment.”

An interesting question, it took me many years of living to realize that a statement is seldom clarified by adding more words, something that many people apparently never grasp. REMOVING certain words might clarify the second amendment but everytime I try to think of something to add for the purpose it just seems to make the meaning LESS clear.

Yes, the preferred legal route would be to sue states that don't recognze the 2nd amendment.

The 2nd is clear. This muddies the water. Good analysis.

From the original article: "A few GOA members have written us, arguing that reciprocity legislation is unnecessary because the Second Amendment recognizes the God-given right to carry wherever we want." "So consider this: When you carry concealed in New York, New Jersey, California, or another state, the fact that you are "right" isn't going to keep you from going to prison for decades -- unless the Stutzman bill is passed into law and force these lawless states to comply." If you have not learned about Shaneen Allen & Brian Aitken, please do so now and you will see why this bill is critically important.

Drivers license, pilots license, concealed carry license, medical license, law license ......reciprocity .

Constitutional carry, nation wide would be icing on the constitutional cake imho.

As an aside, medical and law licenses have no reciprocity. A doctor or lawyer moving to another state must take a medical or bar exam before they are allowed to practice.

And typically, driver’s licenses are recognized until six months’ residency, when many states regard their holders as residents and require them to get in state licenses. This is for tax (and instate college tuition) purposes.

Washington, D.C. is a great example of how a municipality can create and maintain a blockade on gun liberty that can last a decade or more

And it is also an example of where Congress really is on this issue, since Congress possesses the EXCLUSIVE authority to "legislate...in all cases whatsoever" over the District of Columbia.

What we don't need is people having to register for permits to carry

But that's up to the people of NY, NJ, MD, etc to fix.

What the rest of us need from Congress is simple reciprocity, which they have the authority to grant.
