Did the senators go outside the appropriate channels of communication by not going through the head of the Senate with this communication? This is an outrage that they by-passed the Senate Leadership. Even the president of the Senate, Joe Biden would only give the democrats 45 members, thus only 1/2 signed this document, the other breaking ranks with the White House.
