1. Empty the prison at GTMO.
2. Close the prison at GTMO.
3. Hand GTMO back to communist Cuba.
A better course is to declare the gift of Cuban territory revoked and re annex all of the island won from Spain in the Spanish American War
That can not be contested because it is essentially the same action as Russia is taking in the Crimea and Ukraine
