Bratton friend gets no-bid deal from police (can you say, "What's my cut?")

The NYPD is poised to issue a no-bid contract to a pal of Commissioner Bratton.......the deal with Strategic Policy Partnerships is to fulfill Bratton and Mayor de Blasio’s mandate to fix community policing in the wake of the Eric Garner case.....targeted to help high-ranking police officers mend community relations and enhance cadet training.... according to the City Record, the official publication for procurements.

The firm is headed by Bratton friend, Robert Wasserman. a partner in The Bratton Group--a L/E consulting firm he ran before taking NYPD’s top job last January....the two pals raked in more than $53,000 on a contract with the Baltimore Police Dept in 2013.....and as L/E consultants in Oakland, Calif, where Bratton earned $125,000.

Wasserman founded Strategic Policy Partnerships in Feb 2012. He served as a consultant during Bratton's tenure as LA's police chief 2002-2009 and when Bratton was NYPD commissioner in 1994 (under Giuliani). Wasserman's previous contract "the transition of the Bratton administration in 2014” was funded by the n/p "Police Foundation..." But the new deal will be financed by taxpayers.

High time to mobilize the Bank Secrecy Act.

The Bank Secrecy Act should be mobilized to follow the paper trail and determine how Strategic Policy Partenrships and The Police Foundation monies changed hands; to determine the scope and dimension of collusion in sub rosa deals......and who might be personally profiting.

<><> L/E needs to examine Strategic Policy Partenrships and The Police Foundation bank accounts.

<><> Joint bank accounts might be used to facilitate the transfer funds from one account to another, and/or wire-transferred offshore;

<><> To cover their tracks, Strategic Policy Partnerships and The Police Foundation's official documents might contain fake invoices, created to show that money deposited into accounts was being used for legitimate purposes.

<><> Financial schemes scheme might be advanced by issuing phony statements of payments from financial sources that actually covered the transfer of funds for insiders' personal use and/or for govt fraud, tax evasion, money laundering and redistribution schemes.

NOTE WELL Under the Bank Secrecy Act, banks are required to establish, implement and maintain programs designed to detect and report suspicious activity indicative of money laundering, govt fraud, and other financial crimes. “The Bank Secrecy Act was enacted to protect the public from harm by identifying and detecting money laundering from criminal enterprises, terrorism, tax evasion or other unlawful activities,” the special agent in charge for Internal Revenue Service Criminal Investigation, explained.

Shady banking transactions could be prosecuted under the (1) Bank Secrecy Act, (2) RICO, and, (3) the Hobbs Act.

<><> L/E should get ahold of Strategic Policy Partnerships and The Police Foundation: (1) copies of checks, (2) wire transfers, (3) account statements, (4) invoices, (5) bills, (6) delivery tickets, (7) correspondence including snail mail, e-mail, mobile devices, cell phones, (8) contracts, (9) loan agreements, (10) other account books or official records.

L/E should also explore (a) monies paid to brokers, sub- brokers, (b) family members, (c) mortgage brokers, (d) financial managers, and, (e) real estate agents, brokers, and developers.

<><> L/E should scrutinize Strategic Policy Parenerships and The Police Foundation bank accounts for suspicious activities: (A) large deposits, (B) funds transferred from one account into another, (C) frequent requests for withdrawals.

<><> Strategic Policy Partnerships and The Police Foundation bank records might also show diversions to secret LLC accounts, to money launder and to operate personal ventures;

Tax fraud may also be a factor, facilitated by withdrawals, gift cards purchases, credit card purchases and intra-bank transfers from legal bank accounts into personal accounts, or redistribution schemes.

<><> A huge tipoff is whether bank withdrawals support and luxurious lifestyle including payments for real estate, investment and stock holdings, jewelry, luxury vehicles, resort travel....... and gifts from luxury outlets for wives and mistresses.

NARRATIVE Taxpayers demand to know the scope and dimension of multiple conspiracies to collude in sub rosa deals to personally profit and/or to facilitate money laundering, tax evasion, redistribution schemes, campaign fraud, financing race wars, and the like.

OF INTEREST TO LAW ENFORCEMENT The FBI should interrogate individuals for evidence of multiple schemes to falsify official documents to further fraudulent schemes. The FBI should investigate any and all official documents submitted to the courts.

Crimes might include---conspiracy, collusion, falsifying official documents (a felony), money laundering, tax evasion, extortion, theft, misuse of public facilities.

Examine the principles tax returns with a fine-tooth comb.....especially entries for "interest income."

I remember when my mother-in-law got ahold of him in Hollywood’s Gelson’s Market and berated him for close to five minutes. She could take years off your life if you let her. Bratton probably lost about an hour’s worth of his future in that exchange...if that’s what it could be called.

.....a pal of Commissioner Bratton is preparing to cash in big-time---there'll be tax money flowing like water ---- to supposedly "fix" community policing in the wake of Eric Garner. Revisionist high-ranking police officer and cadet training are in the money mix ....

The sub rosa plan is for insiders to cash in on DeBlabbio and Sharpton's mouthing off---creating problems for the NYPD.

That remains to be seen.

The BIG question is whether the cop unions---and Patrick Lynch of the PBA---are gonna allow cop-haters to potty-train ranking NYPD police officers.

Another business to bleed corporations and municipalities like the “team building” people do.

It was ridiculous...Big Bird stood there patting himself and Bratton on the back for 20 minutes. Crime is down in NY...he and Bratton take all the credit...never mind the 35,000 men and women, good and true, who patrol the streets of NYC.

It was disgusting!
