In today's military, a 23 year old male Lieutenant can have anal sex with a male 4 star General every single night. They can be very open and aggressive about their relationship. This type of relationship is appropriate and approved (even encouraged?) in today's military.

A 23 year old male Lieutenant can't have a romantic relationship with a 23 year old female Specialist in another brigade, or even another base. That would be bad. An unhealthy and disgraceful relationship that damages morale and good order and discipline.
