Almost every national fraternity I know of required a chapter to be recognized by the university before getting an official national charter...
However the “traditionally african american” fraternities dont seem to... because the campus IFCs would never allow the *public* hazing that goes on with the AA frats... like shaving their heads, standing motionless in front of the dorms for hours, crawling to class....
We had brothers from Lebanon, Sri Lanka, Brazil, China and Africa. Plus we had black members and this was in the 80’s.
The fraternity I advise has several people of color.
