North Korea's supreme leader Kim Jong-un appears to be switching his diplomatic focus from China to Russia and is attempting to line up a meeting with President Vladimir Putin, reports Duowei News, a Chinese political news outlet based overseas.

The 31-year-old dictator, who has reappeared on the scene following a mysterious health-related absence, sent his special envoy Choe Ryong-hae to Moscow on Monday for an eight-day trip with undisclosed intentions, according to a report from South Korea's Unification Ministry.

Analysts believe Choe will meet Putin during the trip and will use the opportunity to try and set up a future summit between the leaders of the two countries. He will also reportedly visit Khabarovsk and Vladivostok, Russia's Far East cities near the North Korean border, on his way home from Moscow.

"Our government sees the dispatch of Choe Ryong-hae to Russia as a special envoy as being in an extended line with North Korea's attempt to diversify its external relations," Unification Ministry spokesperson Lim Byeong-cheol told a press briefing. "North Korea seems to be pushing for aggressive diplomacy as the international community's cooperation deepens against it on issues such as the nuclear program and human rights."

Official interaction between Pyongyang and Moscow has spiked in recent months as Kim strives to end his country's isolation while Putin looks for other ways to combat the continuing sanctions from the West over Russian intervention in Ukraine. Vice marshal Hyon Yong-chol, minister of the North Korea's armed forces, met Putin in Moscow on Nov. 8 and conveyed Kim's greetings. North Korean foreign minister Ri Su-yong also visited Russia from Sept. 30 for about 10 days.

I think it’s the other way around. Xi Jinping is tired of the Boy Dictator’s sideshow act, and South Korea is too important a trading partner for China not to be given first priority.

China knows long-term South Korea will prevail.

Putin will be polite, but even he won’t want to offend China too much.
