Is there a good sized university in Grand Rapids? Seems to me that a lot of the smaller cities are college towns — Iowa City, for example.

No major college in Grand Rapids. Grand Valley State is over there but its not terribly large. Western has a campus there but the main campus in in Kalamazoo.
Grand Rapids is a pretty conservative town.

Spray rioters and others there to do criminal acts with fire hoses. It will freeze the streets, sidewalks, and other areas making rioting difficult. At 20° to 35-45°, it will literally chill the violence.

That's what I always thought. Kind of an outlier on that list. Although there's a pretty strong art scene there, I believe, so maybe there's a liberal group around that..

FPS is the agency in charge of protecting federal facilities, like court houses, federal buildings, etc. Many federal buildings are still protected by contract security companies. The FPS always freaks out when anything happens near a facility they protect. They did the same thing for the political conventions in 2012.
