Every bit of that idealism has been discussed and cusssed and kicked around since Comprehensive Immigration Reform reared its head in late 2001.
It is time for Congress to act, and to do so in a bipartisan fashion that engenders the confidence of the American people.
Around 70% of the citizenry say NO to amnesty. Every proposal from Congress involves some kind of amnesty, although they have half-a-dozen other terms for it, such as regularizing.

More times than not, it was politicians and bureaucrats in DC.

A good way to end illegal immigration is to end welfare and abolish the minimum wage. You would find plenty of Americans willing to do the jobs Americans won’t do.
