As a rule, one should not panic at whatever crisis has momentarily fixed the attention of cable news producers. But the Ebola outbreak in West Africa, which has migrated to both Europe and America, may be the exception that proves the rule. There are at least six reasons that a controlled, informed panic might be in order.

Since then, it seems to have risen so that the average in West Africa is about 2.0. In September the WHO estimated that by October 20, there would be 3,000 total cases in Guinea, Liberia, and Sierra Leone. As of October 7, the count was 8,376.

Africa is a different situation, worse medicine, unsanitary traditions. But it’s worth nothing that finally with this outbreak ebola has killed more people since its discovery than America loses annually to the flu. So even there it’s not nearly as “many” as people want to think.

My corporation’s H1N1 “plan” was a bunch of signs telling us to stay home if we were sick and a bunch of hand sanitizers. They thought about closing the Tucson office for a while, but that’s because from Waterloo Canada we look really close Mexico City. And of course in the end it was a joke, we had like 60 Americans killed by it, meanwhile we average 5000 regular flu deaths a year. The level of panic over H1N1 was just plain idiotic.

The fact is that Mr. Obama's law raids Medicare.

Who was it that moved Medicare Trust Funds out of the "trust box" and into the General Revenue, replacing them with Government I.O.U.s?

Who was it that expanded Medicare and Medicaid to cover many, many more people than it was originally designed to cover?

The History of Medicare

In 1965, the Social Security Act established both Medicare and Medicaid. Medicare was a responsibility of the Social Security Administration (SSA), while Federal assistance to the State Medicaid programs was administered by the Social and Rehabilitation Service (SRS). SSA and SRS were agencies in the Department of Health, Education, and Welfare (HEW). In 1977, the Health Care Financing Administration was created under HEW to effectively coordinate Medicare and Medicaid. In 1980 HEW was divided into the Department of Education and the Department of Health and Human Services (HHS).

The first U.S. President to propose a prepaid health insurance plan was Harry S. Truman [DEMOCRAT]. On November 19, 1945, in a special message to Congress, President Truman outlined a comprehensive, prepaid medical insurance plan for all people through the Social Security system. The plan included doctors and hospitals, and nursing, laboratory, and dental services; it was dubbed "National Health Insurance." Furthermore, medical insurance benefits for needy people were to be financed from Federal revenues.

Over the years, lawmakers narrowed the field of health insurance recipients largely to social security beneficiaries. A national survey found that only 56 percent of those 65 years of age or older had health insurance. President John F. Kennedy [DEMOCRAT] pressed legislators for health insurance for the aged. However, it wasn't until 1965 that President Lyndon B. Johnson signed H.R. 6675 (The Social Security Act of 1965; PL 89-97) to provide health insurance for the elderly and the poor.

On July 30, 1965, President Johnson signed the Medicare and Medicaid Bill (Title XVIII and Title XIX of the Social Security Act) in Independence, Missouri in the presence of former President Truman, who received the first Medicare card at the ceremony; Lady Bird Johnson, Vice-President Hubert Humphrey, and Mrs. Truman also were present. President Johnson remarked: "We marvel not simply at the passage of this Bill but that it took so many years to pass it."

Medicare extended health coverage to almost all Americans aged 65 or older. About 19 million beneficiaries enrolled in Medicare in the first year of the program. Medicaid provided access to health care services for certain low-income persons and expanded the existing Federal-State welfare structure that assisted the poor.

The 1972 Social Security Amendments expanded Medicare to provide coverage to two additional high risk groups disabled persons receiving cash benefits for 24 months under the social security program and persons suffering from end-stage renal disease.

The author is misinformed. Duncan's spread was 2 (or more) because he had a huge overkill staff of 70 people caring from him who were inadequately protected. The average Liberian spread is 2.0 because they transport dying victims and corpses in taxis, wash the dead at home and perform home burials which obviously raises the average. The two numbers are not comparable.

All very comforting, but we haven't heard of any cases in Mexico - does anyone believe that Mexico is 100% clean of it and that none will make it across the border?

When it lands in Mexico it will hit a developing country, not a third world primitive country. There will be hazmat teams taking victims to isolation wards. Those won't be perfect (ours were far from perfect as well) and there will be secondary infections. a few tertiary cases may not make the news, perhaps covered up by corrupt officials. But for the most part we will know about it and probably send some experts to help out.

One worry from Mexico is terrorists with biological weapons. But even a halfway smart terrorist would carry infected materials posing as one of the 150 refugees coming in each day. The terrorist would take great care not to get infected and potentially blow his chances of getting in. The materials would be in checked luggage and difficult to scan for (but how difficult I have no idea)

This will disproportionally hit the poor. (infrastructure, culture, and knowledge gaps)

Solves a lot of the our current administration’s problems, to wit:

1) Brings capitalism to its knees.
2) Less energy consumption (saving the earth, etc.)
3) Cuts the transfer payments.
4) Gives an excuse to broaden gov’t power.

Putting a political hack as Ebola czar is just icing on the cake for letting us know where their priorities lie.

I doubt it’ll hit Mexico. It’s just not really a destination for 3rd worlders. You just never hear people saying “things are awful here, we should flee to a country that’s slightly less awful”. Nobody really trades warlords for drug lords. Anybody hitting Mexico in this is trying to get here, so they won’t be there long.
