Yes. Refreshingly unequivocal. My Admin Law professor hummed and hawed about this stuff and seemed sometimes to worry more about the prevailing wisdom of the academic community rather than what was right.

Admin Law is a mass of confusion. It’s a study of trying to find, like Obamacare, the right way to do the wrong thing (doesn’t exist).

My answer: states need to nullify unconstitutional federal acts and prepare for financial independence form the feds. If states financially weaned themselves from the feds and rather let free market economy thrive with small government and taxes, that state would become much more prosperous than the bankrupt feds.
