The condition of the first Ebola case in the United States was downgraded to critical Saturday by Texas Health Presbyterian Hospital Dallas.
The patient, Thomas Eric Duncan, had been listed in serious condition in recent days. He was diagnosed with the deadly virus Tuesday.

I do not understand that. According to the UK Daily Mail article (sorry, no link) earlier, at least one woman had enough contact with the index patient to put her in the high risk category. Considering the sterilizing that will have to be done if she turns up positive, a posh home in a gated community is probably NOT the best choice for a quarantine site. Anyone in quarantine should be put in a place that is easy to disinfect.

You don’t “stop the flight”. You deny the visa and ask all countries to not board passengers from these countries for flights to the US. Without a visa or a boarding pass they’ll have to walk in.
